video card glitch?

when i do a print preview in a program, it seems as though there is nothing there, but if i move the window around i can see the information but it kinda just flickers, then when i stop moving the window it disappears again. I had a similar problem on a different computer when i would look at solid works drawings, many of the lines would disappear.

my questions is:
a) how do i fix this? i've already installed the latest drivers, so thats not the problem.

b) what exactly is the problem? i know there are like different types of outputs (write combining? overlaying?) i dont even know the words, but can someone explain anything about this?

yea it looks fine if you can ignore the terrible flicker and the fact that you can only can see it when you drag the window. The printout looks fine on paper, so the program is doing fine, and i have the same program on 10 other computers and they all work. i tried reinstalling the program on the computer with the problem and nothing changed

any other ideas?
