Question Video card for video play back.

Suggestions for video card? It doesn't have to be able to do any 3D gaming. I have noticed high some choppiness when playing some of my mp4 transcoded movies. The video card only has 1GB of VRAM so I assume that is part of the problem. How much does the CPU have to do with it?

The mp4's are x264. It's an old computer I use to play media on one of my TV's. It has a Phenom II 720/8GB ram/AMD 1 GB 5850. It plays video ok but definitely hits spots where there is stutter and occasional freezes. I want to upgrade it as necessary or place it if necessary but don't want to spend too much. I found a refurbed Dell that would probably have worked with a i7 4690 and a PCIe 3.0 slot for 120USD but they pulled the listing before I could order.
