would you rather have a nvidia geforce go 7400 128mb or an ati x700 mobility 128mb pci express?

both configs have core duo 1.83ghz, 1.5gb ram, and 60gb 7200 rpm drive
 
Probably the X700, but it sounds like the real issue should be who the laptop manufacturers are and what the particular models are like. I'd take a slightly slower chipset (I don't know if the GeForce Go 7400 is slower; no one has benchmarked it) if it meant that the laptop itself was more suited to my needs.

Buying a laptop for gaming (assuming this is your need) is like bribing the referee at a sports match: you can get what you want, but you'll pay extra for the privilege.
 
If you enable ATI PowerPlay then you would still get very good battery life. I get ~4.5hrs on my laptop with Max Battery profile (CPU clock on lowest multiplier - 800Mhz for Pentium M 7x0, 1000Mhz for Core Duo), PowerPlay set to max battery life and lowest screen brightness (can increase brightness and battery will last 3.5hrs-4hrs).
Gaming I get around 2hrs, full power.
BTW, 7400 has SM 3.0 whilst x700 only has SM 2.0 if that matters. If not gaming, go with the 7400.
