Video Card for a Dell C521

I just bought a Dell C521 with the integrated video and the intention of buying a separate video card. Here are my requirements:

1. Dual monitor support (Has DVI port)
2. Supports 1920x1440 resolution
3. Somewhat quiet
4. Decent for gaming (nothing amazing)
5. Under $75ish?

This is what I have found so far, but I haven't looked much.....Any suggestions? Thanks

one more question

I need to have a very high resolution setup (1920x1440). But I hear that I can run above the resolution of a monitor if it is a decent video card.

Does this mean that if I get a 1280x1024 19" LCD, but the max resolution of the video card is like 2500x1600 or something like that, then I can run at that resolution on the monitor?
