Video card fix

If I UPGRADE my video card to like a 7900, 7950, x1900 etc...will it clear up the fuzzy/pixelated video that I have DLed? Or is the problem the quality of the video itself? Thanks in advance for any responces, cause I know this sounds like a totally newb question.
