Video Card Fan Speed

When I start my computer, the video card fan usually ramps up to high speed then shifts to normal speed after a few seconds. Lately the fan stays stuck in high speed until I completely shut down the system and restart. Upon restart, the fan works normally.

Anyone have a similar problem or suggestions for fix?

The card is a Sapphire Radeon X1950XT 256MB. I built this machine in March and it has worked fine till now.

Thanks.
