Video Card DOA? No Signal Showing on Monitor

I just received a "refurb" Gainward GF4 Ti4200 from Newegg and installed it to find no signal on the monitor. The monitor power light blinks like it's waiting for a signal and nothing happens. After a few minutes...the tower powers off. What gives? Could it be the video card has a "short" and it's causing the tower to power down?

My tower never did this before I installed the refurb GF4 Ti4200. And my tower isn't powering down now that I've put my FX5900 NU back in.

Thanks for any ideas.

I swapped the 5900 NU for the refurb Ti4200 just to test the refurb card (i.e., Newegg only gives a 15 day warranty).

The PC seems to power up normally with the 1 beep ~10 seconds after the power button is 1st pushed (I'm running Win98SE with ABIT 761 mobo, Antec case/power supply, Duron 900 CPU, Kingston 512 MB PC2100 RAM, a TV tuner/capture card, and nothing else special).

The PC ran very well with both a GF3 Ti200 and the FX5900 NU using Det 53.03 drivers.

I plan to return the refurb card this evening unless someone has some other spin on what the problem may be.

Thanks for your input guys.

Pull it out and re-seat it a couple of times.... you should at least get the BIOS screen on startup.

If not, send it back.

Listen for post beeps as well. One short beeps usually means all is well. Some motherboards will offer an extra higher pitched beep for each external USB devices connected. One long short and 3 long beeps means no video card detected (try reseating and make sure AGP slot is clear of dustbunnies). No beeps generally means the card is toast.
