Video card damage?

I just installed Windows on an old computer and the desktop looks sort of low-resolution and blocky. There are vertical lines on the window title bars that move with the windows. When I start the computer up there is green "noise" where there should be black. It has onboard video. Is this issue because of physical damage to the onboard video?

Sure sounds like it. If I'm reading this correctly, you get artifacts ("green noise") while the computer is booting before it gets into Windows? That's almost a sure sign the hardware is going bad.
