By then there will be a midrange card for both ATis and Nvidias next gen, id scrape together a few more bucks and come back to good old AT or read some reviews to get up on new hardware.

At the low end theres generally something new from ATi or Nvidia every 2 months, sometimes less.

Based on budget AGP, get one of the cards linked to in this thread:

9600 Pro, 9550, 9600 non pro, all at $50 of less.

Not a good idea spending much more on an AGP card.
Perhaps it would be better to sell and move up to PCIe?
You can get a combo motherboard w/CPU for under $100 at Outpost.
Or, pickup a refurb 939 from Newegg.
I bought several Jetways for $55, with onboard x300 video, that is faster than most of the low cost AGP addon choices.

You could go even better after moving to PCIe, by getting a $105 MSI x800GTO from newegg, and with your TV, it will run any game (including FEAR) as good as a 7800 would! (Actually better, since the 7800's TV out still blows chunks). For TV out like you want, stay far far away from nvidia. Nvidia is great for monitors, but not TV.
