Video card and Display

Which is more important for smooth framerates, motion blurring and less crashes?

The monitors refresh rate (In my case 8ms and 5ms 24" and 25.8" LCD)

Or the Videocard.

Will a good videocard compensate for a poor response time? Or if you had a LCD (IPS or TV etc) with a 16ms response time, would it be impossible to compensate for the bad response time with a good videocard?

A good video card will not fix a 16ms response time. With lower MS though I tend to ditch vsync and just push for more FPS with better cards to help compensate for any kind of tearing.

maybe i am misunderstanding you but the more fps you have with vsync off then the more tearing that will be visible.
