I need to transfer old family Videos (VHS) to mpeg on CD.

Current prices of All in One Radeon 7500, and VisionTek Cinema are hovering around $100.

VisionTek being $30 to $40 cheaper.

Which one is better suited for this purpose.

Are you referring to the Radeon better graphic display, or you mean that the Video conversion yield better result with the Radeon?
 
If transferring videos from VHS to mpeg, you don't need a multimedia card like the All in Wonder or Cinema. You just need a basic standalone capture card. I recommend the Hauppauge series of capture cards. I have the ATI TV Wonder myself and it works well but there are better.
