Video Capture- What do I need?

I have some VHS tapes that I would like to convert to CD. How do I transfer them to my PC? Will a capture card do this, and if so, does it work independantly from the AGP card? I have a GF2MX now that I am using as a spare for a newly built P4-1.6a with Roxio EZCD 5.0.

Also... I've heard about the VCD format. Will this format work?
