Video Capture/DVD Conversion Help

I hope some of the esteemed technophiles here can help me.


I need to outfit a box that will capture video, perform video editing, and convert/burn that video to DVD.

I need not only hardware recommendations, but software as well. Up to this point I have been using consumer grade equipment/software to accomplish this. I have been using Windows Movie Maker to capture the files from my minidv camera, and a DVC150b with the pinnacle software to capture from VCR. I have used the sonic software to convert and burn the video to DVD. At this point I am willing to do a wholesale change out, but I want to keep it to a reasonable budget ($1500). Please recommend :

1. Software-> Video Capture and Conversion.
2. Capture Hardware -> something that won't require any transcoding.
3. PC Hardware-> Something that will run this like a scalded dog.

Dude, at this point any good capture card with MPEG2 encoding capabilities would do the trick.
You could buy a good DVD recorder with FireWire capabilities, record stuff on DVD-/+RWs, then use the computer - any computer! - to make nice menus and whatever else you want to do, before doing a final disc burn..
