Video Capture and VCD Creation

Has anybody ever captured video from an external source and made a VCD with it? I am trying to take medical training videos and convert them to VCD to use with a portable video pack that is made for showing videos in remote areas of the world. I want to find the most cost-effective way to make good-quality VCD's. Thanks for any help.

Well, I just borrowed an ATI All-In-Wonder 128 PCI from a friend, and was able to capture from the cable TV jack and it compressed it directly to MPEG-1. Then I downloaded a trial version of NTI CD-Maker Pro 2K and it burnt a VCD with no trouble from the MPEG file. If anybody is trying to do this, get one of these cards and it will all be done for you.
