My friend from Iraq tells me it is policy to crush/destory the cars of any looters. It works in deterring them. Although those guys diddnt really seem like the brightest crayons in the box, they were kinda following orders.

shooting out the windows makes it easier to crush the roof, and won't spray all the glass around. shooting out the tires lowers the car so the tank can run over it easier.
