Vid Card or CPU?

I have a quick question:
I have a fairly old computer (3 years old) with the specs P2 266 64MB 8MB SiS video card.
If I have a cool picture for my background that is very sharp and colorful that takes up the entire screen on 1024x768 and an application takes up the entire screen, I minimize the active program the the background sometimes slowly appears, appearing from top to bottom.
My question is if this is a cause of the CPU or the video card?

I think in this case its more so the ram like the other two have mentioned.. although having better video can speed up those issues also
