Vid card dead?...

alright so earlier on i have a problem with laggy scrolling and laggy window moving and the like. Problem was fixed and i was happy. i also mentioned some weird things happening with textures and models in 3d games. well essentially, right now these things are really pissing me off. the texture/model thing in game is really messed up but pictures would best describe it.

the next problem im having is i guess related but it might not be. seeing as they started at the same time i would go with related. anyway. now this appears both in games but to notice it in games u really have to look closely and its mostly on loading screens. i havent seen it while actually playing. now i used to see it on the desktop in plain view but i cant anymore. in any case. the easiest time to see it is when watching a video like here...

and it is always the same pattern of lines, they are always in the same place. like when i see it in game the series of lines show up in the same place on the monitor as it would when watching a video.

no, what ive done. i did a full uninstall and reinstall of drivers including driver cleaner in safe mode. thought it could be the monitor, went and bought a new monitor (which i wanted anyway so wtv), formatted my HD and reinstalled windows (more then once due to other problems and this one) and installed all drivers required, including video card, monitor and motherboard (working drivers that ive always been using).

any ideas?

Have you tried reseating the HSF?
Also what are the temps of the video card and are you overclocking it.

Also are there any other artifacts besides in the moveies/games (like at bios screen/on desktop/etc.)

there used to be on the desktop, the heatsink/fan has never been touched and is working, 1st thing i checked, i dont really know how to tell temp im using ati tray tools.im not overclocking. (btw its an x800xt) and the clocks are 500/500 is that right?

i dont really notice it in the boot or at bios at all havent really looked that hard because its always been so apparent everywhere else.

ok, ati tool says at the bottom (all i did was install it and then turn on temperature monitoring, didnt change any other settings)

GPU temperature: 63
Temperature of temp. chip: 47

and when i turn on the 3d view it shoots up to like 81/49 and i watched it reach as high as 96/54.

i also ran the artifact detecting tool thingy and have it set to beep upon artifact detection and it beeps like..every second.
