If his pacemaker is having problems I'd say that's quite a justified excuse for his absence.

I have a hunch Cheney will resign after election 2006 to help move someone into position to become President in 2008.

The word out of D.C. last year around the election was that Cheney would resign and Giuliani would be named a replacement. I figured it would have happened by now.
