via 4.23 drivers help

Whenever I install any via service packs other than 4.17, Windows won't boot. My motherboard is an Asus P3V4X. I just installed 4.23 hoping that it wouldn't screw up like 4.22 did... but once again, Windows won't boot. I can still get into safe mode. Is there any way to fix this? Last time this happened, I just formatted, but I really don't want to reformat again. The only other way I can think of fixing this is putting my hdd into my other computer to put the 4.17 drivers on it and then reinstalling 4.17 from safe mode. Are there any other ways? Why does it prevent windows from loading? oh yeah, and what does it mean Install in standard/turbo mode? Maybe i selected the wrong options at install. I just used the default settings that it provided. Thanks in advance.
Forgot to say that I broke my diskette drive so I can't use that. 🙁

I just fixed it by going into safe mode and installing agp403.exe which I had saved. I'd still like to know why this happens on my computer though. Thanks.
