So, I need to turn some VHS tapes into DVD... Is the S-Video/Composite Input from the (regular) 7800GT good enough for that? What software do I need to get that working?

If not, what are my other options?

"Regular" graphics cards have SVideo/Composite OUTPUT. Unless yours is a "VIVO" flavor, you'll find that it does not have (V)ideo (I)nput.

Your other option is getting a simple PCI TV card. These usually do have SVideo and Composite INPUT. From $30.

Well, on the break out cable for the video out put, there is two inputs, one labeled S-Video IN and the other Component IN... So I do have the inputs, but I dont know which programs can take advantage of them

OK then, that'll be one of said VIVO-featured cards then.

The card will have installed Windows standard compliant video source devices (often referred to as "WDM video" devices). Any generic recording software should be able to see and use these ports, e.g. the Nero package that is often bundled with DVD writers.
The one thing you'll have to keep an eye on is audio. Unlike those dedicated TV-input cards, Video cards don't have audio inputs. You'll have to use the computer's own Line-In port, and that might cause delay or synchronization issues. Try it out and see for yourself ;)
