That goes the other way, VGA->composite. Going composite->VGA can't be done with a simple adapter. DVD players don't ouput RGB signals, they must be converted. Here's one I found. Definitely not cheap.

is there such a device?

Whoops. Wouldn't it be cheaper to buy a $20 dvd drive, $60 All in wonder radeon 7500, and do it from there?

Look on eBay, you can get a DVD player that outputs a VGA signal for around $90 including shippping. That would probably be the cheapest way to do what you want. To get sound, you can get at adapter at Radioshack to hookup computer speakers to the DVD player, or you can hook the DVD up to a stereo system.

There are many VGA boxes on ebay, however most are only have Svideo or composite input, so the quality will not be very good compared to a box with component inputs.

yeah tahts what ive gotten from reviews. I was reccomended this PVR recorder thing that I could plug my cable line into, on top of the DVD player. and it encodes it to MPEG4 and can record it cause its hooked via USB
