VGA Adapter VS TV Tuner + D-Scaler

I heard, VGA Adapter produces better picture for console than TV Tuner. But, If I buy TV Tuner and use D-Scaler software, will it makes the picture any better?
 
None of those solutions will make the picture any better than what's coming out of the games console - which is blurry, low resolution TV compliant SVideo, composite, or aerial signal. Using a framegrabber card allows you to use the advanced video scalers and deinterlacers provided by graphics card hardware and PC software, while the VGA converter boxes use rather simple signal conversion methods.
