Very weird problem

This is not on my laptop but I am trying to help a friend. He has a Toshiba Satellite laptop and all his icons are missing. He cannot even create a new shortcut. If you go to Windows Explorer and view the desktop all the shortcuts do show up there. I tried killing explorer.exe and restarting it but that didn't help. Any ideas? I'm baffled!
 
I'm not running the default shell on any of my computers and I don't really want to hop through hoops to test...but I believe right clicking on the desktop, Arrange Icons, check show icons on desktop, and you should get them all to display again.
