Very weird problem here! !SERIOUS PROBLEM!

I have my Barton OC'ed at 2.3GHz at 1.725Vc and whenever I start 3dMark2003 and 2001SE it says my processor is running at 1.8GHz which is the stock speed and I am getting low scores. I thought maybe my CPU was unstable so I lowered the multiplier from 11.5 to 11 at the same voltage and in 3dMark2003 it says Im running an XP 3200+ at 1.6GHz. Whenever I lower the voltage to 1.7 it reads everything as it should and when I up it to 1.75 it reads everything good also. The problem with 1.7 is that it isnt enough juice to keep it stable and at 1.75 it froze on me. And the seconds on the clock are going faster than normal, I dont know if its just at this voltage or all the time but I'll do some more testing to try and fix this problem. I would greatly appreciate some suggestions and I think its possible that this was my problem the whole time when I had that 9800Pro that I just sold. lol
 
Ok at 1.7 volts it says 1.7GHz, what is going on here? Is my processor f*cked? Im very scared and dont have the money to blow on a mobile Barton, well I do but I really wanted to buy Farcry and a new DVD drive so if there is anyone who can help me please try. Thank you!
 
What happens when you boot it without overclocking it??? Is it reading as it should??? Ape Out.
 
Well it turns out that it was my RAM timings, how could this cause such a problem? I had them at 2-2-3-4, is this not a good set of timings? I tried 2-2-3-11 like someone said but I got lower 3dMark scores. My clock still seems to be going fast but I'll try to go back to 2.3GHz and back to 1.725Vc and see what happens. Hopefully it turns out that my 9800 Pro was the problem since my timings were stock when I had it.
 
I now have my timings at 2-2-3-6 and everything is fine at 2.3GHz, 3dMark2003 is reading as it is supposed to, whew that was a close one. So it turns out that my problems with the 9800 Pro before were true and it wasnt just my CPU and this 5950 Ultra wasnt just a waste of money. The clock still seems pretty fast though, it runs faster than normal for the first 4 seconds and then pauses for about a second and continues on, is this normal and will it stay accurate? I dont know if it was always like this but I dont think it was.
