VERY URGENT question

I have just got a Gainward FX powerpack (Geforce FX 5200) and the heat sink can move around on top of the chip. The board only has a heatsink as its a budget one and the heatsink seems to move and by the looks of it it does have thermal paste it is held in by two plastic clips that seem fine, the card works but shouldn't the heatsink be stuck down. Please help as I don't know if it should do this.

I'm thinking heatsinks should be tightly clipped to the chips they're cooling for optimum heat transfer. (so no, it'shouldn't be loose)
