Very strange Video card (driver?) problem

Ok- So I used to build a lot of computers, but I have never run in to this problem. My current system was running relativly smoothly (the mobo's bios was a bit messed up, but nothing major) so I decided to buy a new Soyo P4I865PE Pluis Dragon II motherboard to replace it.
Long story short- everything seems peachy, I get in to windows, start installing drivers- but after I install the drivers for the ATI radeon 9800 pro and do a reboot, it goes through the loading windows screen, but when it normally would go to the user logon screen, the monitor goes black for a few seconds, and then comes back with a garbled, frozen screen.
So I went in to safe mode and deleated the driver from device manager and rebooted- it goes in to windows, auto loads the radeon drivers, and does the same thing when I try to change resolutions.
Right now I'm runing fine using the vga drivers that windows defaults to, and I can change resolutions fine with this- but as it doesnt have the correct drivers, even browsing the web is jerky and such.
I have reformatted twice, trying different driver versions, and always get the same problem.
ANY idea what it is? The video card has one of those vga cooler fan things attached to it, so I doubt it's overheating, I had just used it on the other mobo w/out any problems...
I'm running a 3.2ghz p4, 1 GB dual channel ram, SBLive and radeon 9800 pro...

Driving me crazy...
 
No responses eh?...not what I remembered these forums to be like, but I guess this one isnt as popular as it used to be or somthin.

Anyways, I fixed it by moving my soundcard to a different PCI slot...weird...
