Very strange problem with boot/slow games

Hello.
Sorry my english is poor, i hope you understand my post :p
I have very strange problem with motherboard. Sometimes boot is slow, memory and HDDs are detected as usually but if windows start loading, then monitor is gray and after ~10-15 seconds(sometimes only restart help) windows start loading slowly, after loading and log in, all works(movies, internet, office, music) fast. Sometimes BIOS is slow, if i press up or down there is 1-2second lag. If i tested memory with memtest, every second was 2-3 real seconds(memtest runs 30 minutes, real time was ~60minutes). If change some part(PSU, CPU), first boot is ok but second is slow.
Second problem is with games. After installing new Windows, few days all work but then problem start. As example Battlefield Heroes is slow(menus and game, but it strange, dont look like framerate is slow but still game is slow). Also tried with 18 Wheels of Steel Extreme Trucker, if i use to mouse to look around, its fast, but if press gas, truck move really slowly and speedometer rising slowly. 3D Mark is fast and score is normal.
Pentium DC E2160(also tried E2140)
Abit iP35-E(tried Bios ver 17 and 18)
1GB Adata DDR2 800MHz(memtest was ok, but slow)
256MB 7600GT(also tried GF6600)
300GB SATA2(also tried 40GB SATA, 80GB PATA)
400W Qtec(also tried 500W Bluestorm)
Windows XP(also tried W7)

Are you sure your BIOS settings are correct for the processor you are using, in term of the voltage, multiplier, FSB, etc. ????? If not.. try clearing the BIOS/CMOS by removing the battery, etc.. and reset to optimized settings to see if that helps....

Other things to try.. .
1) remove all of the peripheral devices like the dvd/cd player, and extra hard drives.. to see if that's factoring in
2) try replacing the cable to your primary hard drive.. as that could cause a slow down
3) if you are running multiple sticks of ram.. try running with just one to see if there is an issue with how the board is handling multiple sticks...
4) if you are running only 1 stick of ram.. try it in a different slot, if you can....
5) if you have a spare power supply you can swap in... give that a shot.....
