Very strange power supply problem

I have a shuttle an35n mobo that will only turn on if i use this old power supply that I had laying around. It's a 24 pin motherboard, but the power supply is only 20 pins. The problem with this power supply is that it will only remain on! I have to unplug it to turn the computer off.

I've tried 3 other power supplies but none of them work. The motherboard power LED turns on, but the power button will not switch the power supply on. It's most likely a bad motherboard, but I still don't know why the old power supply works and the new ones don't. Has anyone else seen this problem before?
 
First of all it would help if you list you full system specs. Be sure to include the brand and model of each of the PSUs you have tried.
