Very slow HDD response

Win 7 with an ssd as the main drive, and 2 sata hdd as slaves. My last hdd, a 1year old 2tb seagate is not responding quickly at all, all of a sudden. Navigating folders takes like 10 seconds each folder, opening video files takes extra long, and copying files from it to other drives is only going about 600KBps. Other drives are perfect. Tried malware scan, reboot, and even swapping sata cables and power. It is only 50% used. Defraggler shows disk health: warning and 368 reported uncorrectable errors.

There are no weird noises coming from the drive. Is it dying? Win startup seems to be slowed by it now also.

Is there a specific reason the transfer speed is capped slow? Is it in some kind of safe mode? Moving data at a slow but consistent 440KBps. Makes me wonder if it would improve if I put it in my external case.

Usually slow transfer rates are due to marginal sectors requiring many retries at the physical layer before a good read is returned to the SATA controller.
