Very slow detection of USB mass storage device ... any suggestions?

I am using an external USB2 to IDE connector device to connect IDE hard drives to my PC running WinXP. I just got the device today. I hooked it up with a working hard drive (set to master), added power to the hard drive...plugged the USB connector in and...NOTHING. Unplugged it, plugged it in again. Nothing. Again, a different USB socket and...nothing.

Frustrated, I left it plugged in and started searching the web for clues. About 3-4 minutes later, the device suddenly gets recognized...Hmmm...So I stop it properly under the USB menu, then plug it in again...and the drive is recognized almost immediately. I stop it again. I switch drives. I plug it in again and...same thing, drive is recognized almost immediately.

I reboot, and try again and...nothing. This time, I wait 10 minutes and no detection. I unplug the drive, replug it in...wait about 4-5 minutes and it finally gets detected.

OK, what the heck is going on here? Bad hardware? Or is this a fluke with WinXP? Is there any way I can FORCE the machine to recognize the USB device more quickly?
