Very slow boot up and/or stuck shutdown--MOBO or Software?

I need pointers for diagnosing this strangeness.

Symptoms:
Gets stuck on shutdown, either on the "Shutting down..." screen on windows 7.
Occasionally gets stuck on a no-signal screen, seems to not shut down the PSU.
Gets stuck on bootup, or boots up really slowly once an OS is selected. Sometimes I wait 10-15 minutes for it to get onto the log in screen.

No signs of trouble when waking from sleep though. The motherboard was purchased open box from newegg. I'm running chameleon v4, snow leopard (fully updated), windows 7 ultimate, and opensuse. I have 4x2gb of A-data ram, and OCZ's modxtream 500w.

Any help would be appreciated! :)

It still hangs on "Shutting Down..." screen. Don't know if it's an explorer crash or something. Explorer is also crashing when I right click "Computer" under start menu. I disabled Nvidia context menu entry since it was a common crash causer for others.

Any idea why it hangs?

hard drive failure? My dad's PC was very slow to boot and did not show any errors. It was the hard drive slowly dying.

When you encounter with such strange issue firstly you should back up all the important data off the drive and then use various diagnostic tools to check the system (drive, memory and etc.). Check the hard drive SMART Status, check the Windows Event Logs for unusual events.

Sounds like it could be hard drive failing. Find the HD diags for the brand of HD or use Hitachi DFT to check the health of the HD.

Hanging on the Shutting down Windows is often due to the system having to time out on each unclosed activity. Microsoft has a free utility called UPH.clean (User Profile Hive) that generally speeds up the shut down -- sometimes dramatically so. I suggest you download this from Microsofts site and run it.
