Very odd video problem

One of the toolbars is green when I first open my browser. I have the Radeon Le.. This happens when it is at default settings and when it is tweaked.. Monitor is old, Nec MultiSync XV..
It only occurs on the file menu bar, when the computer is off for a time.. Haven't had any other oddities.. Any ideas? Thanks.
