Sometime a few months ago my computer began to have trouble with internet download, but its been extremely difficult to pin down what is causing it. The behavior is essentially that a download will start, go for a short time, and then stop and never restart. It doesn't happen for all downloads though, some work fine and I can't find any pattern in what works and what doesn't. Also, I don't have much trouble browsing the internet (except for some large pictures not loading) and Skype works fine. I've tried using a download manager program, and that sometimes is able to restart and finish the download, but not often.
When this first happened I tried messing around with network configs (don't remember exactly what) and putting in a new, known to work network card but nothing helped. None of my friends (or google searches) could make any progress either, so I reformatted the computer. That seemed to fix the problem, but now it is back and I am at my wits end as to what caused it or what to do about it.
The first time the problem started, I was on a college network (wired) and couldn't think of any changes that had been made to the computer when it started. After reformatting, it worked on both the college network and my home network (also wired). Now, I hooked the computer up to a network at my apartment (still wired) and the problem has suddenly started again.

RAM--- Samsung PC2700 DDR 512mb
Video--- MSI G4Ti 4400-VTD geforce4 128MB
Sound--- Turtle Beach Santa Cruz PCI card
Any help would be very much appreciated; the only thing I can think of now is to buy a whole new computer, and I don't want to give this one up for lost yet!
