Very low framerate with Civilization IV

A friend of mine has recently purchased the Civilization IV PC game for his computer, which is quite new. (Single core 3800+, ATI X1950 Pro, 1gb ram, 250gb HDD, etc)

However, The framerate is very, very low (perhaps 2-3fps) both on the menu screen and in the game. Adjusting the graphics quality/resolution settings does not seem to noticably change this.

Things I've tried:

- Patching to v1.1 of the game (no difference)
- Updating graphics drivers to the latest release (from the ati.com website, no difference)

Any ideas? The game is entirely unplayable at this point
