Very low audio with streaming apps on Samsung TV, is this common

We have a Samsung smart TV and while it works great, the audio from Amazon and Netflix apps is very low. We normally listen to TV with the audio level set to 13 but for these apps we need to raise it to 25-35. Audio sounds fine at that level but was just curious if this is normal on different brands. I've seen reports on Samsung's and Sony's.

I've seen the issue on two different Samsung's, one lower end and one higher end.
