Verticle Hold like Video Problems

I have an HP pavillian (dont laugh) and my video started scrolling almost like bad verticle hold on a television. I changed the video card and it continues to do it. It doesnt do it however when the video settings are set to the lowest resolution. Also, how do you get to the bios of an HP? F2? I think the old card is overriding the new one and I need to disable it. If anyone has any suggestions it would be greatly appreciated.

It could be your monitor though.. since you already changed the video card..
