verteran pc hobbiest needs help with (motherboard?) problem

simple problem, i just havent seen this before so i want to make sure im singling out the mainboard properly

system was sold and then a year later i was told "it never worked"

intel boxdg41ty
e5200 cpu (right now theres a conroe L 430 in it for troubleshooting, cpu is verified OK)
2gb gskill ram
160gb sata hdd
430 tpIII

so this thing wont power on. the lights on the mainboard light up when i turn on the power supply switch, but nothing happens when i hit the pwr button (or if i just hit the contacts manually with a screwdriver on the board)

i stick a twist tie between the green and common on the mainboard power connector, and it all lights up- cpu fan spins, case fan spins, hdd works of course....

but no post beeps or video shown.

its a bad motherboard isnt it?

(when i got this computer back, someone fucked with it because the cpu fan wires were wrapped inside the fan blades. im pretty sure the cpu overheated and im guessing this is killed the mainboard)

oh yeah, i know. but thats all besides the point (i was mad that they expected me to fix it for free because 'it was always like that'. i asked why they didnt tell me sooner and they just said "i dont know". whatever)

but i pretty much just kept this thing and made it apparent that i wasnt returning it. i actually told them i fixed it and its a $130 repair job. they havent asked for it back, and that was 3 months ago now.

so this thing is just aging sitting there and i wanted to get it running so i could sell it as a nice little htpc or something. but apparently, ill have to part it out
 
Remove battery, check voltage or install new battery, leave battery out for 10 minutes and clear CMOS.

Try to power up.

Pull out memory, see if you get beep codes now. Try putting a video card in it.

CPU should have overheat protection and probably the board an overheat shutdown feature - "IF" it's enabled?? Could still be the PSU, just that it runs and stays on doesn't necessarily rule out instability at higher power levels. Assuming PSU is no longer under warranty I'd pop the cover off and inspect the capacitors.


Of course the next step is pull the parts out and try on a desk top.
 
i could have been more detailed... cmos battery and memory have both been verified already. i think i will just stick the mainboard onto a known working psu and when that doesnt work, ill shoot it with a gun

thanks for the help though, i was really just trying my old theory (as soon as you ask the question the problem goes away)
 
just opened up my gaming desktop im about to sell and plugged the power supply into this mainboard. same thing. lights come on but no power up whatsoever.

mainboard is junk. visually looks perfect. what a shame
