Verizon upgrading phone question

I know if you buy a smart phone from Verizon you have to get a data plan. But, if you buy a used smart phone and use there website to switch your ESN do they know that you just moved to a smart phone and add a data plan for you? I assume they do.

Also what ever happened with the Family Data Plan rumors. Did they ever start that or plan to start that?
 
When you do an ESN switch online, the options for data plans will automatically display. Havent heard anything new on family data.
