Verizon unlocks?

My mom has called Verizon twice about getting an unlock code for her trip to China in a couple days. Verizon claims that her RAZR M is a "global 4g phone and only requires the user to replace the SIM with a foreign SIM." I'm sensing some BS given my experience with other carriers, but I'd figured it'd be good to ask here and see if their claim is valid..

It should have been unlocked outbid the box. If you have a TMo or AT&T SIM laying around you can try it.

Verizon agreed to leave all of it's 4G phones unlocked, it was part of a spectrum deal IIRC.
