Verizon iPhone (maybe AT&T too), doesn't always pick 3G if WiFi not available???

Is there a setting? A lot of times I have to turn off WiFi for it to pick up 3G when no WiFi networks are available.

My wife loves her iPhone 4...she had the iPad, but she is actually liking the smaller form factor better.
