Verizon iPhone 5 - best prepaid/monthly options with other carriers?

I'm thinking about giving my father a spare Verizon iPhone 5 that I have. He currently has a basic phone on a Verizon prepaid plan and I believe he puts $200/year on it with $100 refills.

I know the phone will on t-mobile's 4G network (not LTE), not sure about AT&T. T-mobile has a $35 unlimited talk & text plan with 7 and 30 day data passes he can purchase while traveling. AT&T doesn't appear to have anything close to this pricing.

Are there any MVNO's out there which he would be able to get 4G on and better pricing than t-mobile? He really only needs 200 - 300 minutes talk per month, no texting (pay per txt is fine), and 500MB - 1GB 4G data (or passes like t-mobile offers).
 
PagePlus will accept Verizon's 4G LTE phones in October (not yet now)

1,200 Minutes, 3,000 Text, 500 MB Data (overage 5c/MB)

This may be an option.

Edit: what do you mean by AT&T doesn't have anything close? H2O Wireless $30/month is unlimited talk/txt with 500 MB data. Airvoice Wireless is the same. You won't get LTE, but HSPA is pretty good, I believe up to 8 Mbps or so.

Edit 2: You will get AT&T LTE on Cricket, it's a bit more at $40 ($35 with autopay) which will get you unlimited talk/txt and 500 MB LTE data (after that data will still work but capped to EDGE).
