Verifying DMI Pool freeze

My video card burn out (literally) previously, and i replaced it and the power supply just to be safe. When i start up the computer it freezes on Verifying DMI Pool. I tried resetting the bios, tried putting in a different harddrive, tried using a trial version of TuffTest (it starts the program but then it says cannot read disk-aborting). Tried booting with the windows cd (freezes on that too).
What would be the next best thing for me to do, im running out of ideas?

It could be a hardware issue that is causing it to lockup. Did you try using another video card to see if it will boot up all the way? Good luck.
