Verifying a vid card died

I had to move my computer tonight, and when I fired it back up in its new location, I had no video. Everything else seemed to be okay, and I could access the machine remotely - just no video. I'm in the process of trying to find a different monitor to test with...

The vid card is a PNY Verto GeForce 6800GT. The card has a fan on it, and requires a PSU connection. I noticed that the fan does not fire up at all - I even tried several different PSU connectors. Should this fan fire up immediately? Does the fact that it does not indicate that the vid card is likely dead?
