I think it is because if they pay using a credit card using an unconfirmed address, they can get the item and then perform a chargeback through the credit card company. So you're sitting there with no item, and no cash to boot. I could be wrong though.

You pay a higher fee when accepting a CC payment.
You want the buyer to be verified as an added level of security.
