Ventrilo server question

I read the docs and Googled around, but I'm a bit confused here. I created a Vent server, I opened the a port on my router for it. I edited the INI and put a server password, but I'm still able to connect without putting the password in. I've never used Vent server or client before today. And I've never connected to another vent server outside the one I made. It seems like it should be pretty basic - put a password in the INI and you need it to connect.

Anyone here ever set one up and have an idea here? I'm kind of lost
