I don't agree with this. I wouldn't want kids riding their bikes on my lawn or spitting gum anywhere but a garbage can. Banning kids is pretty harsh though.

Banning kids may be harsh but screaming at a neighbor's child is extraordinarily foolish, especially when you know their parents and can just as easily take it up with them like a mature adult would. I'll never forget when I was a kid, I was riding my bike on a pile of construction dirt in the street outside of some cantankerous crank's home. He yelled at me and a friend of mine and told us to get the hell out of there. (same age as as OP's kids, actually). My father tore that son of a bitch three new assholes, which is the proper way to handle someone screaming at your kid over something as stupid as spitting gum in the grass or messing up the dirt in the street.

You don't scream at someone else's kid unless it's an emergency; handle situations like that like an adult. Don't agree with me? No problem. Gamble all you want.
 
Unless my neighbor joins ATOT, that's all you have to go with.

Again the OP talked to the neighbor so it is not a question of one side of the story it is a question of is the OP lying or not and there are enough weird neighbors that this is a very plausible situation.

OP you should check laws and what not i think the first so many feet of a yard are public domain so your kids can play in the yard while waiting for the bus.
 
The "swale" is usually the only part that's public. That's the part outboard to the sidewalk. If you do not have a sidewalk, there is usually some kind of easement 5-6' from the road.

It's really not 'public domain' by right-of-way, there is a difference.
 
Somebody's a control freak. I lean towards the man next door. Control freaks never directly attempt control of people they don't know but, are relentless in micro managing their families. I'd keep a close eye on the neighbor kids and wife to see if they have frequent minor 'accidents' or bruises. Although control freaks are primarily mental controllers, they will cross over to physical control if they feel threatened.

The other possibility is they're just racist. Not sure which is worse.
