Vehicle Registration Laws?

Does anyone know where I can find these? I'm thinking about getting a moped because my appartment is about 2 miles from school and I don't want to pay $90 to park my car on campus just to drive 2 miles, I'd ride my bike, but there are perilously few bike lanes/suitable sidewalks between my appartment and campus. I'm trying to find out if I have to register a moped (I know under a certain limit you don't, but I don't know what the limit is) and also about the driving laws like can I drive it on a public road? They only go about 30mph.

No, the 2 mile drive is stop and go I don't want to put my car (and my sanity) through 20 minutes of stop and go every morning and afternoon, plus the efficiency is ~100mpg so with gas prices as they are I'd quickly make back the money even from my honda (somehow I've been averaging about 29-33 mpg in a 96 accord v6 how I do not know) No, haven't heard the joke, but do you have a link to the registration thing?
 
Moving into the Laurels, its across from the Post office on 34th. Looks like I need to register it if I get it, but do not need insurance, it also cannot be operated in bike lanes or foot paths and cannot exceed 25mph, dunno how I'll fare on archer doing 25 heh, maybe I'll just leave my mountain bike locked up some place covered on campus and take my road bike back and forth to campus. *shrugs*
