VDDQ voltage - is 1.68v safe?

SmartDoctor2 is reporting that voltage is at 1.68, sometimes it jumps to 1.73 for a couple of seconds where smartdoc gives me a warning. Is 1.73 safe? How do I lower it?
My card is an Asus Video Suite V9280 ti4200

Are there any alternative to or updated Asus enhanced drivers that will work on this card? I found official asus ones that said they were for all operating system, but when I downloaded them they said they'd only work on 2k/XP. I have win98se.
