vCore Voltage higher on idle than load??

I just replaced my old mobo w/ a Epox 9NPA+ Ultra board. Its great and all but I notice my idle temps are higher than with my old board (I realize a number of things could influence this- as well as the sensor accuracy).

My main concern is that this higher idle temp is because even though I have the vcore set to +.025 it runs around 1.48-1.5v on my 3500+ Winchester at idle. Underload however it goes exactly where I want it.... @ 1.446-1.451 v and doesnt move.

Is it normal for it to be HIGHER at idle?? and by that much?

When you put it under load it stresses the voltage regulators IIRC, so if your mobo has poor power handling then the voltage can change (usually go down) under load because the mobo cannot supply a good clean voltage with that much load.
