Vcore unstable cuz of insufficient power supply?

I'm waiting for the OCZ 520 power supply that I've ordered with my new built (a64 3000+ 939, 2x512 Kingston KHX3200a, Gigabyte 939-Ultra). But in the mean time, I got my 3000+ up to 9 x 275 with a 350w power supply that comes with the Cooler Master Cavalier 1 case. I've upped the Vcore to 1.65. But when it primes, the Vcore jumps all over the place (1.61v -1.69v) on CPU-Z. Can some one tell if this is a power supply issue or a motherboard issue? By the way, I'm not using a power hungry video card right now. I'm just using an ATI 8500 to mess around for now that should not draw too mcuh from the power supply. I'm new to overclocking. Sorry if this is a stupid question. But thanks for your help.
 
I think it is likley the PSU struggling to hold the rails. The only true way to test would be to try another PSU to see if you get same fluctuation. NOw at a lower vcore and speed the vcore holds much tighter???
